<span style=\"font-size: 12pt;\">federal and state Acts of Congress that waive sovereign immunity, thus allowing governments to be sued for torts committed by its employees and agents.<\/span><\/span><\/strong><\/span>\n<ul>\n<li><strong><span style=\"font-family: arial, helvetica, sans-serif;\"><a href=\"https:\/\/reunitethestates.org\/?page_id=17938\" target=\"_blank\" rel=\"noopener\"><span style=\"font-size: 14pt;\">Iowa Tort Claims Act (simplified)<\/span><\/a><\/span><\/strong><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\"><strong><span style=\"font-size: 14pt;\"><a href=\"https:\/\/reunitethestates.org\/?page_id=11176\" target=\"_blank\" rel=\"noopener\">official misconduct<\/a> &#8211;<\/span> a public officer&#8217;s violation of duty by <a href=\"https:\/\/reunitethestates.org\/?page_id=11167\" target=\"_blank\" rel=\"noopener\">malfeasance<\/a>, <a href=\"https:\/\/reunitethestates.org\/?page_id=11169\" target=\"_blank\" rel=\"noopener\">misfeasance<\/a>, or <a href=\"https:\/\/reunitethestates.org\/?page_id=11172\" target=\"_blank\" rel=\"noopener\">nonfeasance<\/a>.<\/strong><\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\"><strong><span style=\"font-size: 14pt;\">Regarding &#8220;<a href=\"https:\/\/reunitethestates.org\/?page_id=7598\" target=\"_blank\" rel=\"noopener\">sovereign immunity<\/a>&#8221; &#8211;<\/span> note that, although a government official may not be held liable if acting within the scope of their duty, the government itself may still be liable &#8211; see <a href=\"https:\/\/reunitethestates.org\/?page_id=7919\" target=\"_blank\" rel=\"noopener\">Tort Claims Acts<\/a>.<\/strong><\/span><\/li>\n<li><strong><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 14pt;\"><a href=\"https:\/\/reunitethestates.org\/?page_id=16769\" target=\"_blank\" rel=\"noopener\">abuse of discretion<\/a> &#8211;<\/span> an adjudicator (judge) or appellate court&#8217;s failure to exercise sound, reasonable, and legal decision-making, unsupported by the evidence.\u00a0<\/span><\/strong><span style=\"font-family: arial, helvetica, sans-serif;\"> &#8211;
