color: #000000;\"><strong><span style=\"font-family: arial, helvetica, sans-serif;\">\u00a0 \u00a0 Continued from <a href=\"https:\/\/reunitethestates.org\/\/?page_id=3954\">Rule 4 &#8211; Summons<\/a>:<\/span><\/strong><\/span><\/p>\n<div dir=\"auto\">\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif;\">(a)\u00a0In General.\u00a0Process\u2014 other than a\u00a0<a href=\"https:\/\/reunitethestates.org\/\/?page_id=3954\">summons\u00a0<\/a>under\u00a0<a title=\"Rule 4 \u2013 Summons\" href=\"https:\/\/reunitethestates.org\/\/?page_id=3954\">Rule 4<\/a>\u00a0or a subpoena under\u00a0<a title=\"Rule 45 \u2013 Subpoena\" href=\"https:\/\/reunitethestates.org\/\/?page_id=4359\">subpoana under Rule 45<\/a>\u2014\u00a0<em>must<\/em>\u00a0be served by a\u00a0<a href=\"https:\/\/www.usmarshals.gov\/\">United States marshal or deputy marshal<\/a>\u00a0or by a person specially appointed for that purpose. \u00a0It may be served anywhere within the territorial limits of the state where the district court is located and, if authorized by a\u00a0<a href=\"https:\/\/reunitethestates.org\/\/?page_id=3973\">federal statute<\/a>, beyond those limits. \u00a0Proof of service must be made under\u00a0<a title=\"Rule 4 \u2013 Summons\" href=\"https:\/\/reunitethestates.org\/\/?page_id=5189\">Rule 4(<em>l<\/em>)<\/a>.<\/span><\/strong><\/p>\n<p><strong><span style=\"font-family: arial, helvetica, sans-serif;\">(b)\u00a0Enforcing Orders: Committing for Civil Contempt.\u00a0An\u00a0<a href=\"https:\/\/reunitethestates.org\/\/?page_id=4012\">order<\/a>\u00a0committing a person for civil contempt of a decree or injunction issued to enforce federal law may be served and enforced in any\u00a0<a href=\"https:\/\/reunitethestates.org\/\/?page_id=2519\">district<\/a>. \u00a0Any other\u00a0<a href=\"https:\/\/reunitethestates.org\/\/?page_id=4012\">order<\/a>\u00a0in a civil-contempt proceeding may be served only in the state where the issuing court is located or elsewhere in the United States within 100 miles from where the order was issued.<\/span><\/strong><\/p>\n<\/div>\n<div dir=\"auto\" style=\"text-align: center;\"><span style=\"font-size: 18pt;\"><strong><span style=\"font-family: arial, helvetica, sans-serif;\">Definition of <span style=\"color: #ff00ff;\">CIVIL CONTEMPT<\/span>:<\/span><\/strong><\/span><\/div>\n<div dir=\"auto\">\n<div dir=\"auto\" style=\"text-align: center;\"><\/div>\n<div dir=\"auto\" style=\"text-align: center;\"><span style=\"font-size: 14pt; font-family: arial, helvetica, sans-serif;\"><strong>&#8220;<\/strong>(1884) <strong>The failure to obey a court order that was issued for another party&#8217;s benefit. \u00a0A civil-contempt proceeding is a coercive or remedial in nature. \u00a0The usual sanction is to confine the contemnor until he or she complies with the court order. \u00a0The act (or failure to act) complained of must be within the defendant&#8217;s power to \u00a0perform, &amp;
