\u00a0\u00a0\u00a0\u00a0 \u201cA distinction is sometimes made between rules and rulings.\u00a0 Whether or not a formal distinction is declared, in common usage \u2018legal ruling\u2019 (or simply \u2018ruling\u2019) is a term ordinarily used to signify the outcome of applying a legal test when that o<\/span><\/strong>utcome is one of relatively narrow impact.\u00a0 The immediate effect is to decide an issue in a single case. This meaning contrasts, for example, with the usual meaning of \u2018legal rule\u2019 (or simply \u2018rule\u2019).\u00a0 The term \u2018rule\u2019 ordinarily refers to a legal proposition of general application.\u00a0 A \u2018ruling\u2019 may have force as precedent, but ordinarily it has that force because the conclusion it expresses (for example, \u2018objection sustained\u2019) explicitly depends upon and implicitly reiterates a \u2018rule\u2019 -a legal proposition of more general application . . . .<\/span>\u201d<\/strong> [4]<\/span><\/span><\/p>\n
